The surgeries were performed on patients from across Libya with national medical competencies and with the direct support of DSDMS. The operations included the transplantation of arteries, valves, and replacement of the ascending aorta. These operations have been part of the Tripoli government's wider plan to localise treatment within Libya to obtain value on state spending and convenience. All operations are provided for free.

The Department of Senior Cardiac Surgery at Tripoli University Hospital announced last Thursday that it has successfully conducted 20 open-heart surgeries since the resumption of adult heart surgeries with the support of the Department of Support and Development of Medical Services (DSDMS).
The hospital reports that these are major and complex surgeries performed on patients from across Libya with national medical competencies, and with the direct support of the DSDMS.
The operations were conducted by the Head of the Department, specialist Khaled Talib, and included the transplantation of arteries, valves, and replacement of the ascending aorta.
Dr. Khaled Talib praised the efforts made by the medical and technical team accompanying him and explained that the resumption of heart surgery operations comes within the framework of the hospital’s interest in raising the level of medical services it provides to patients in all specialties in cooperation with the DSDMS.
He said the DSDMS has expressed its full readiness to support Tripoli University Hospital so that it can perform the tasks assigned to it in serving patients from all regions of Libya.
Government’s plan to localise treatment
It will be recalled that these operations that had ceased for nearly a decade come within the Tripoli government’s wider plan to localise treatment within Libya to obtain value on state spending and convenience to citizens. All operations are provided for Libyan citizens for free.
Previously, Libyans had to wait on the lottery system to see if the government would pay for their treatment abroad. The government funded treatment abroad system is very corrupt and few obtained funding.
Those who could not obtain state funding had to pay themselves. Libyans who could afford such operations, costing anything from US$ 10,000 to US$ 30,000 (depending on the country and complexity), would have had to have them abroad (Tunisia, Turkey, Jordan and Europe for the better off who have a Schengen visa) and pay for them by borrowing, from their savings or by selling cars, gold or property.
